Requisition ID -# 109684 - -Job Category : Compliance / Risk / Quality Assurance -Job Level : Individual ContributorBusiness Unit: Electric Operations - -Department OverviewThe Electric NERC O&P / CAISO Compliance Team provides oversight for NERC Operations and Planning (O&P) and CAISO Operations regulatory requirements per FERC, NERC, WECC, and the CAISO Tariff/TCA. This includes ensuring that all NERC O&P Standard compliance requirements are known, have documented processes, and that evidence of compliance exists. The Electric NERC O&P / CAISO Compliance department is the primary oversight and liaison between PG&E Electric Lines of Business and PG&E 's Enterprise NERC Compliance team. - -Position SummaryThe Senior Electric Risk and Compliance Consultant develops and implements PG&E 's internal compliance framework for various NERC standards and the CAISO Tariff/TCA. Specialists may be assigned to support an entire Line of Business (LOB) or support a specific scope of Standard Requirements. The Compliance Specialist may work with Subject Matter Experts and Standards Owners to develop processes and controls to ensure that departments are responsible and accountable for their compliance with regulated activities and comply with reliability standards and requirements. The incumbent ensures consistent use of compliance related data systems, measures results, monitors controls and keeps records of all regulatory compliance filings. Specialists may also act as liaisons for PG&E with regulatory bodies assigned to investigate specific aspects of PG&E 's compliance practices. In order to drive acceptance of the compliance framework the Specialist may lead cross functional teams and engage in activities such as clarifying responsibilities and commitments, hand-offs, training and communication.Activities may also include:

  • Leading, coordinating, or supporting audits, self-certifications, and spot checks
  • Preparing reports -
  • Conducting analysis of non-compliance concerns and facilitating reporting and violation mitigation.
  • Providing compliance interpretations for existing, new, and/or changing regulatory requirements.
  • Developing and supporting the O&P oversight program of day-to-day line of business work execution according to regulatory requirements.
  • Participating and engaging in industry forums to benchmark compliance initiatives.
  • Coordinating with PG&E Law on all matters of compliance.
  • Assessing and evaluating risk in terms of regulatory compliance requirements and the impacts to day-to-day work execution.
  • Support in the identification, development, and testing of internal controls - -Position locations are flexible within PG&E territory. - -Responsibilities
    • Works with compliance leaders and subject matter experts to support strategic planning and decision making regarding an operating and reliability standards compliance framework for a complex department, multiple departments or an entire LOB focusing specifically on the NERC COM, NUC, and PER standards and supporting the EOP, VAR, IRO, TOP standards.
    • Plans, designs, and gains acceptance for complete compliance frameworks.
      • Anticipates changes in the regulatory environment and takes action to prepare the organization.
      • Contributes new compliance frameworks, initiatives or proactive measures that are regarded as major advances in the company and/or industry.
      • Acts as a consultant to groups internal and external to PG&E in order to benchmark company practices and promote knowledge of regulatory issues.
      • May recommend systems to ensure that all documentation is current, complete, accurate and in compliance with applicable regulatory -standards. Models an environment where all relevant documentation is entered into enterprise database systems.
      • May oversee the development of cross functional training programs or initiatives and communication campaigns.
        - -QualificationsMinimum: - Bachelor 's degree or equivalent experience - 5 years of experience in one, or a combination of:
        • Electric regulatory compliance
        • Journeyman System Operator, Substation Electrician, Relay Technician
        • Engineering Practice: - Asset Planning, Operations Engineering, System Protection, RAS Operations - -Desired: -
          • Bachelor 's degree in Electric Engineering, Business (Admin/Management), Project Management
          • Industry knowledge of Compliance Management Framework including but not limited to: - NERC Rules of Procedure, NERC Standard Requirements, CAISO operating procedures, risk assessments, and internal controls.
          • Internal controls identification, development, and testing
          • SME knowledge of assigned area of business ' processes and procedures.
          • Experience in Electric Utilities (Transmission, Substation, Power Generation).
          • Cause Evaluation Certification.
          • NERC Certification as a RC, BA, or TOP.
          • Experience writing and reviewing legal documents and reports.
          • Analysis, communication (written and verbal), and group collaboration skills with the ability to lead teams and promote employee engagement.
          • Ability to influence others to achieve understanding, acceptance and commitment to act in support of ideas, programs or causes.
          • Ability to develop and deliver training curriculum.
          • Ability to monitor, gather and analyze information, to determine potential impacts, and recommend responses to challenges.
          • MS Office, Word, PowerPoint, Excel, & Visio skills
          • Working knowledge of SAP Work Management.
